diffuser for CCD lighbox using translucent milk plastic can be
purchased from?

The milk-white plastic plates can purchased in the U.S. from companies in
the telephone book under the category "Plastics - Rods, Tubes, Sheets, Etc."
A typical box might require $15-$20USD for a square.
