What is the minimum % of the Moon's visible disk illumination which

As far as I know, I hold the record for observation from the driver's
seat of a moving car (NOT RECOMMENDED!), at 1.3 percent, on
September 7, 2002. :-o

Steven O'Meara has claimed several observations with less than 1%
illumination, one as low as 0.8%.
