It is hard to say "not possible," but I know many experienced observers
who have tried to see Hilaals that were higher, brighter, larger, etc.,
etc., without success. I would doubt anyone who claimed to have seen
the crescent from New York.

Houston is a slightly different story. Steven O'Meara has seen a Moon
under these physical circumstances, but from a mountain. Only if the
atmosphere was superb, and only if the observer was not looking over
water, and only if the observer was experienced and with excellent
vision would I accept the claim of observing the Hilaal.

I am sorry not to be more precise in my judgement, but I have personally
seen crescents through a telescope that were deemed impossible, so I am
reluctant to label anything near the threshold zone "impossible."
